Can we write the article like the newspaper lady "Suspended for Patriotism" or do we actually have to say Phillip was humming loudly to get out of class on purpose? The actual facts or the facts the rest of the world got?

Another good question. You will need to use the actual facts. Philip was humming loudly in the beginning, not singing.

Could you explain what the school budget approval advertisement is

Max, the school budget is a detailed explanation of how much money the schools will get for certain things like textbooks, extracurriculars, building additions, etc. Throughout the whole book, Mr. Seymour, the superintendent, is trying to get this budget approved so the schools will have the money they need. You need to create an advertisement that is persuading people to vote for the budget approval. Remember, we discussed this in class. We talked about possibly using a picture of students reading new books will some kind of slogan about how money can make learning a happier experience.

Um, what do you mean by writing letters that were written to the newspaper, but we can't copy any of them? Also, do we write down the exact letter that Miss. Narwin wrote to the newspaper down?

You need to come up with letters that could have been written to the newspaper. So you can create a fake person and write from their point of view. Model them after the letters in the book.
